What you need to know

  • Kerala set up a 16-member task force on prevention, early detection and healthy ageing through a Health and Family Welfare department order issued on 7 October 2026, The Hindu reported.
  • Its mandate includes a Keralam Health Intelligence and Longevity Grid focused on interoperability, consent, privacy, cyber security and data stewardship, plus PPP models for diagnostics.
  • The task force must report within two months of its first meeting with two or three pilots, a three-year road map and indicative costs; no budget has been disclosed.

The Kerala government has set up a 16-member task force to draw up a road map for disease prevention, early detection and healthy ageing that includes plans for a state health data grid and public-private partnership (PPP) models for diagnostics, according to a government order issued by the Health and Family Welfare department on Wednesday 7 October 2026, as reported by The Hindu.

The task force is headed by Chief Minister V.D. Satheesan, with Health Minister K. Muraleedharan as vice-chairman and Sharmila Mary Joseph, Principal Secretary (Health and Family Welfare and AYUSH), as member-coordinator, The Hindu reported. Its members include Harsh Mahajan, chairman of Mahajan Imaging and Labs; Faizal E Kottikolon, chairman of KEF Holdings; Shiv Kumar Sarin, Director of the Institute of Liver and Biliary Sciences, New Delhi; and K.R. Jyothilal, Additional Chief Secretary (Finance). The stated objective is a Kerala model for health, wellness and longevity.

A health intelligence grid

One proposed component is a Keralam Health Intelligence and Longevity Grid, with emphasis on interoperability with existing health systems, consent, privacy, cyber security and data stewardship, according to The Hindu. Digital Health News reported on 9 October that the Chief Minister said a digital system would be created to bring all health-related information safely under one roof.

Neither report gives a budget, a technical design, a procurement route or a timeline for the grid, or says whether it would connect to the national Ayushman Bharat Digital Mission. Instead, the task force must submit an action-oriented report within two months of its first meeting. The report is to include a baseline assessment, two or three defined pilot projects, a three-year phased road map, indicative costs, funding sources and fiscal risks, draft institutional and regulatory measures, and an implementation dashboard naming milestones and accountable departments. The date of the first meeting was not reported.

Screening, PPPs and integrative care

The task force will first assess the state’s disease burden, ageing trends, service capacity and gaps in access, and identify priority populations, diseases and districts. It will then design a phased prevention and early-detection framework covering risk assessment, screening protocols, referral pathways, follow-up and measurable coverage targets, aligned with existing state and national programmes, The Hindu reported.

It has also been asked to examine investment and PPP models for diagnostics and wellness infrastructure, specifying fiscal exposure, procurement safeguards and public benefit, and to consider a network of diagnostic, hospital, rehabilitation and wellness services with criteria for pilots, accreditation, quality assurance and independent evaluation. Other parts of the mandate cover coordination between modern medicine, Ayurveda and other recognised systems, workforce development, research partnerships in health economics and financing, and standards for health and wellness tourism. The Health and Family Welfare department is the nodal department, supported by AYUSH, Finance and other departments.

Our reading

Analysis by The Healthcare Daily.

  • For health IT suppliers, the stated emphasis on interoperability, consent, privacy, cyber security and data stewardship previews the criteria a Kerala data platform is likely to be judged on, but with a report due two months after a first meeting and a three-year road map to follow, any procurement is some way off.
  • For diagnostics chains and investors, the instruction to specify fiscal exposure and procurement safeguards in PPP models suggests the state wants risk-sharing terms defined before it commits capital. The chairman of Mahajan Imaging and Labs sits on the panel, which gives the private sector a voice in that design.
  • Until the task force publishes indicative costs and funding sources, the grid is a planning commitment rather than a funded programme, and operators should treat it that way.
